State to Monitor Dothan School Board Meetings

DOTHAN, Ala (WDNews) — The Alabama Department of Education will begin observing Dothan City Board of Education meetings after receiving concerns from constituents.

In a Feb. 23, 2026 letter to Superintendent Dr. Garrick Askew and Board Chair Dr. Julie Mullins-Turner, State Superintendent Eric G. Mackey said his office received numerous communications about recent board meetings.

The letter references concerns related to governance matters, the length of meetings, perceptions of a lack of communication between the superintendent and the board, and the number of agenda amendments at a recent meeting.

Mackey appointed Dr. Mark Neighbors to attend Dothan City Board of Education meetings periodically in an observational role. According to the letter, Neighbors will report his findings back to the state superintendent and will be available as a resource to the board and superintendent if guidance is needed.

The department also requested a list of the date, time and location of all upcoming board meetings to assist with coordination.

Dr. Julie Mullins-Turner responded on behalf of the board.

“Dothan City Schools remains committed to strong governance, transparency, and maintaining a productive working relationship between district leadership and the Board of Education. We appreciate the feedback provided by the Alabama State Department of Education and will continue to ensure our meetings and processes reflect best practices. Our focus remains on serving students, supporting our staff, and maintaining stability for the families we serve.”

Superintendent Dr. Garrick Askew also issued a statement.

“We received communication from our state superintendent detailing concerns from constituents. I respect the state’s role and authority. We will continue with the work of improving outcomes for students and raising achievement across the district.”
